On April 9, 2024, the Theory Seminar of the Communist Party of China (CPC) and the Workers' Party of Brazil (PT) was held in Beijing. General Secretary of the CPC Central Committee and Chinese President Xi Jinping and Honorary President of the PT and Brazilian President Luiz Inácio Lula da Silva sent congratulatory letters respectively to the seminar.

Xi Jinping said in his congratulatory letter that the 20th CPC National Congress in October 2022 made it clear that the central task of the CPC is to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts by pursuing Chinese modernization. Xi said after the PT returned to power in January 2023, it has vigorously promoted such development strategies as the Growth Acceleration Program (Novo PAC) and New Industry Policy (NIB) and stayed committed to achieving sustainable and comprehensive development of Brazil. The two parties held the theory seminar on the theme of "strengthening the ruling party building and exploring the path to modernization", which is timely and of great significance to strengthening the capacity building of the ruling parties of the two countries and exploring the modernization paths suited to their own national conditions.

Xi Jinping pointed out that this year marks the 50th anniversary of the establishment of the China-Brazil diplomatic relations and the 40th anniversary of the establishment of the CPC-PT relations. Standing at a new historical starting point, the CPC is ready to deepen exchanges and mutual learning with the PT on governance to promote party building and national development and progress of their respective countries, and make greater contributions to the continuous development of China-Brazil relations in the new era and the building of a community with a shared future for mankind.

Lula da Silva said in his congratulatory letter that this year marks the 50th anniversary of the establishment of diplomatic relations between Brazil and China, and it has been 50 years of deepening exchanges and cooperation and friendship toward the goal of building a community with a shared future. Last year, he and General Secretary Xi Jinping worked together to take the two countries' comprehensive strategic partnership to a new level. Brazil-China relations are important not only to the two countries, but also to the whole world. The two sides will work together to consolidate traditional mechanisms of global governance such as the United Nations, while strengthening key mechanisms of South-South cooperation such as the Group of 77 and China, BRICS, the China-CELAC Forum, and the BASIC countries. The relationship between the PT and the CPC is part and parcel of the relationship between the two countries. The visit to China by the delegation of senior Workers' Party officials and their attendance at the 7th Theory Seminar of the CPC and the PT aimed to exchange experience on governance and conduct in-depth discussions and cooperation with the CPC on issues of mutual interest and concern. He expressed confidence that the two sides will surely find more convergence points and cooperation opportunities. The exchanges between the two parties, the two governments and the two peoples will be closer and more fruitful.
